RENEWABLE ENERGY COMPANY'S UTILITY PARTNERSHIPS STAND OUT AMONG NATION'S TOP 10 RANKINGS

3 Phases Energy demonstrated its leadership in the renewable energy industry with all three of its fully operating utility green power partnerships in 2005 appearing on the nation's latest Top 10 rankings released by the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL).

San Francisco, CA - March 21, 2006 - 3 Phases Energy demonstrated its leadership in the renewable energy industry with all three of its fully operating utility green power partnerships in 2005 appearing on the nation's latest Top 10 rankings released by the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) on March 15. In three of the four lists, 3 Phases Energy's utility partners achieved Top 3 status, among 613 utility green pricing programs in the nation.

Renewable energy programs are becoming increasingly adopted by U.S. utilities, demonstrating both a consumer interest in supporting a domestic, clean energy economy and utility interest in meeting that demand.

Recognized utilities include:

• The City of Palo Alto Utilities' PaloAltoGreen program reached the #1 ranking for its best-in-nation customer participation rate of 13.6%, climbing up from the second position over the last year.
• Silicon Valley Power's Santa Clara Green Power program achieved 4.8% community participation within one year of the launch, earning the #8 ranking nationally. Only a handful of other programs nationally have grown at this pace.
• PacifiCorp's Blue Sky renewable energy program earned a #2 ranking by customer enrollments and #3 ranking by electricity sales. 3 Phases Energy provides PacifiCorp with marketing, outreach and renewable energy supply for its Oregon Usage and Habitat customers. Across the Oregon PacifiCorp territory, program participation exceeds 4%, making PacifiCorp's Blue Sky program one of the most highly enrolled green pricing programs offered by an investor-owned utility in the nation with 20,822 participating customers.

Nationally, NREL reports utility green pricing programs average 1.3% participation. Among the 613 green pricing programs nationwide, only 28 different utilities made NREL's four Top 10 lists.

3 Phases Energy continues to expand its utility partnership practice. On December 1st, 3 Phases Energy launched its fourth utility partnership, Green Roseville, with Roseville Electric in California and has two new utility partnerships planned for launch in 2006. 3 Phases Energy also added top industry talent to its utility partnership practice with the addition of industry veteran Adam Capage, former Director of eSource/Platts' Green Energy Service.

"We are well positioned to offer a consistently improving service to our current partners and to new utilities," said Capage, 3 Phases Energy's Senior Manager, Partnerships and Business Development. "We look forward to building on our track record of success and continually innovating for the future."

NREL is the U.S. Department of Energy's primary national laboratory for renewable energy and energy efficiency research and development. Each year, NREL uses information provided by utilities across the nation to rank the Top 10 performing green power programs in a variety of categories. To see the latest rankings, visit
