Kidd has been the DASA (E&S) since October 25, 2010 and is responsible for overall program direction, establishment of policies, development and refinement of strategies, and oversight for implementation of all programs and initiatives related to Energy Security and Sustainability within the Army. He leads the list of esteemed military speakers that include Deputy Air Force Civil Engineer Mark A. Correll , SES, P.E., OSD Mission Assurance Programs Manager Neil V. Holloran and U.S. Army Public Works Director Larry E. Potter Jr.

The Army's MATOC (Multiple Award Task Order Contract) program to source 1 GW of renewable energy, which is expected to exceed $7B of public-private project investment through 2013, is in full swing. Projects ranging from rooftop solar to utility-scale projects are being announced both as part of the MATOC and as standalone developments run through individual bases and very soon, qualified bidders will begin competing for and negotiating contracts. Programs and initiatives from other services are poised to begin, as both the Air Force and Navy are ramping up similar 1 GW MATOC programs. These new programs will require billions of dollars in private investment and financemaking providing energy to the military the fastest growing area in the green energy field.

Success in the area will depend not only on successfully bidding on project announcementsin many ways the real work begins in the contracting process, where projects must be structured to not only comply with complex federal acquisition regulations, but also remain attractive to financiers and profitable for developers. Only the organizations that gain a thorough understanding of the Department of Defense's renewable energy needs and how these programs work will succeed in this growing market.

The event will include a full-day, pre-Summit workshop on April 8, 2013, Structuring Renewable Energy Deals in a DoD Contracting Environment, which is a must-attend for those wanting to learn how to structure financeable deals using the rules, regulations and contracting methods that are being used in acquiring renewable energy by the DoD. A half-day post-Summit forum on April 10, 2013, Meeting Energy Security Goals via Renewable Energy Integration and Microgrids, will focus on Military energy security goals that stretch well-beyond renewable energy such as emerging opportunities in firming, integrating and securing on-base renewable and thermal generation.
